Indeed! 

This is why I am both a localist and globalizationist in the first place.
Moreover, this is why I am interested in approximate suboptimal solutions as
opposed to globally (global in mathematical sense, not geographical) optimal
exact solutions. Who can find an exact global solution to such a complex
problem, let alone define it well, whatever "well" means?

Yet you need to start from somewhere and to me where we are now, that is, an
international system of "nation states" seems to be the best place to start
from.
