Ah-nold was able to get the support of the California GOP by taking
the "no new taxes" (or tax increases) pledge and by cutting the
automobile registration fee ("car tax") after it had been restored to
its normal level. Once he'd done that, he had to cut spending (because
the large deficit persists). Of course, he couldn't cut spending that
would hurt his base, so he attacked teachers, nurses, etc.
