I have a speculation that's wilder than the one I posted by the "idiot pundit" (about Dubya announcing that he was pulling out of Iraq, which of course didn't happen). That is, because of his big loss in the special election, Ah-nold is going to not only grant Tookie clemency but cut himself lose from his GOP base (which dislikes him these days anyway) and become, in effect, a Democrat. (He recently appointed a DP activist as his chief of staff.) He's also going to announce that he's not running for re-election as governor.
