Deployment raises legal and logistical questions

Considering that the Military Budget Committee meets today, with Donald
Rumsfeld scheduled to testify... if the demoncrats can block or
otherwise control the re-funding of the states for National Guard at the
Mexican border, it could cause the Bush administration to have violated
the law... "Good intentions" or not. What if the states refuse the
reimbursement?
