Palestine has good life expectancy for its level of income, but according to the CIA its imports are about 2/3 of GDP and they run a trade surplus which is practically 90% of their level of imports. I doubt that every pharmaceutical entering needs to have a 38 page document filled out per patient that takes 6 months to process.
