If the issue is the possible emergence of a Global Environmental Dictator (in response to global warming, etc., etc.), then Cuba isn't really relevant. After all, US imperialism _has not allowed_ Cuba to have democracy. It has a popular and generally benevolent dictatorship, yes, but not democracy. (Cuba has elements of democracy, such as the Organs of Popular Power and a lot of mass education, but these elements have not been allowed to gel into full-scale democracy.
