The NSA has been trying to circumvent the FISA court warrants and
attempting to get AT&T to cooperate with their covert domestic
wiretapping since the Ford administration. I don't think they care if
they get valid data as long as no one outside the agency suggests that
the ROI for this intelligence investment is not forthcoming in the
short-term.

I also think most Americans don't care about false negatives, or
positives, as long as the police state catches the "bad guys", and the
terrorists refrain from hiding under *their* bed.
