The Cubans wouldn't be as happy as protected US producers and
clients.
True, the way rich nations hang onto agribusiness subsidies and
protections is astonishing. They don't give a damn if they can't
develop the WTO!
Aside from functioning on the truncated world market (as
opposed to the US), they've moved significantly away from sugar as
such to byproducts in their advanced biotech industry./m
Maybe, Cubans can come up with perfect treatments for diabetes --
there was a great series on the rise of it in the NYT a while ago --
and use them as a battering ram to break the embargo.
