1) How come that restrictions on carry on luggage involving liguids gels etc. were not implemented after the 1995 bomb blast using such liquids that killed a Japanese businessman traveling from Manila to Japan?
2) Since the alleged airline plot was tracked from July 2005 how come the threat level did not go up as the plan came closer to fruition. Instead the threat level goes up after the plan is supposedly thwarted?
