I doubt, though, that Soviet citizens even entertained an illusion of
choice, and Iranian citizens are conscious of the range of candidates
that the Guardian Council allows, for in each case the limits are
politicized and out in the open. Here, electoral politics is a big
business, and many activists tend to get seduced into putting all
their eggs into electoral politics, unwilling to come to terms with
the limits that money puts on electoral choices.
