I think he uses it for emphasis. "The one thing you can be sure of" is that
at the other end of the pole of capitalist accumulation of wealth there must
be an accumulation of poverty relative ( as you say) to that accumulation of
wealth.

my impression is that he uses the word "absolute" here to mean
"abstract," but some Marx scholar should intervene to correct me if
I'm wrong. (The "law" works only in the abstract, i.e., in the absense
of counteracting forces.)
