Yeah, but didn't you catch that business about "Due to their recent
political and economic positions, the two countries have become a thorn in
Brazil's side, especially President Luiz Inacio Lula da Silva's side. The
start of the selection was authorized by Lula." This doesn't exactly sound
like spying on allies. With friends like this...
I have myself posted a number of critical notes on Petrobras' policies
toward Bolivia, and no doubt spies are meant to fish out information
about what strategies Bolivia and Venezuela might pursue in economic
negotiations with Brazil. That is to be expected. But on that one,
as well as on many others, Alckmin will be much worse.
There just is no tactical advantage to be gained in electing Alckmin,
as far as I can see. Re-elect Lula and fight his policies when they
go against Brazilian or Bolivian or other masses' interests.
Brazil constitutes a problem like India and South Africa, except that,
given that it has to coexist with Cuba and Venezuela, it experiences
pulls to the Left that India and South Africa don't. I'd hope that
one day they will all create better alternatives than the PT, the
Congress, and the ANC, since those are among (relatively speaking) the
politically and economically crucial countries in the South.
