If this is so, do they expect to normalize while continuing to do this, or do they expect to transition out of that trade in return for normalization? mbs The North has repeatedly called for direct talks with the US and has said that all issues, including nuclear and missiles, can be dealt with. All they appear to want is to normalize relations with the US, and then with Japan, so as to stabilize their economy. The US refuses. Apparently, although we do not know for sure what has actually taken place, the government of North Korea is once again upping the ante in the hopes of forcing the US to the bargaining table.
