She wasn't reading a newspaper... but OTOH, she wasn't putting her
make-up on while rolling.

here in Los Angeles, there are all sorts of stories. a woman putting
on eye make-up while driving. Another breast-feeding her baby... (or
was that a celebrity?) I once saw a woman eating an ice-cream sundae.
It's not just women, of course. I see all sorts reading newspapers or
memos. One man was brushing his teeth. Of course, I interfere with my
abiltity to drive by looking at everyone else to see the silly things
they do.

This kind of behavior is encouraged by the long commutes that a lot of
people take (which leave less time for doing chores at home) and by
the stop-and-go traffic. Of course, this behavior encourages slower
traffic and longer commutes. It's another vicious circle...
