It seems to me that there is no reform that isn't won by pressure from below in one sense or another. There have been hundreds of labor and other unrests every year in recent years, and the new labor law reform and conflict between Beijing and multinationals is a result of that. It is said that Hu Jintao made an alliance with the party's old guard -- i.e., its Left -- in power struggle against the out-and-out neoliberal faction. The labor law reform should be put in this context, too.
