Whether it's a fact or not I have no idea. But if it were a fact it would not be a plot, merely a number of people in similar situations responding similarly to that situation. I'm sure that at one time or another some township board has started a project with two or three extra workers a month or so before an election. And under the right circumstances, many such local governments would do likewise. Not state universities, though. They react politically but to a different time scale. Carrol
