Michael,

Perhaps I missed something when I signed up on this list, but could you
send out the policy statement which permits someone or some group to
declare a thread "dead" on this list.

I think we need to know WHO can so declare (including whether it a dictate
or a democratic decison), WHAT are the criteria for exclusion, and WHAT
are the imposed penalties.

In part, I ask because I have seen very long winded back and forths on a
number of topics and I would like to see the policy.  If the policy is
clear and acceptable, it should be evenly enforced.  You can see my
request as a request for our contract, so to speak -- the way a union
activist might ask the question.

P.S. Correction: My reference yesterday to the prosecution of John Wilkes
Booth, should have been to Dr. Mudd who fixed Booth's leg and went to life
in prison for conspiring with Booth.  Sorry for the slip.
