First link I sent was to the report of the Ethics Committee (sic!) of the World Bank.
This link: http://siteresources.worldbank.org/NEWS/Resources/secondreportoftheadhocgroup.pdf is the the second report of the Ad Hoc committee, created of by and for the board of directors. Now you might think that such stupidity, arrogance, incompetence is the perfect reflection of the Bush administration, and that such traits don't serve the bourgeoisie well. You would be right. And wrong. And both at the same time. Bolton at the UN, Gonzalez at Justice, Wolfowitz at the World Bank, not to mention the clowns at EPA, Education, and Interior-- but this is not just buffoonery, it's buffoonery with a purpose. In their incompetence, and arrogance, they perform the most essential function of discrediting and destroying the detested, costly, institutions they represent, administer, control. The US congress has been practicing this on itself for sometime now, and has just about completed its task. So too with Bush. How better to discredit the UN, the Bank, the very notions of justice, education, law that are so burdensome, and expensive, to our hedge-funded, blind-sided, sub-primed, ruling class? Nothing matters to profit except profit, and ideology depreciates everything else. Capitalism doesn't really represent reproduction when the rate of return cracks its dismal whip-- it represents destruction. Thus Iraq can be destroyed, looted, balkanized, but it cannot be rebuilt by the US. And New Orleans? a Baghdad along the Mississippi. The discrediting of government, of governing, is one more facet of the depreciation of fixed assets after overproduction. This is, in all its miserable grandeur, the apex of capitalist achievement-- a pathology of accumulation that becomes unrelieved destruction.
