No, Taleb wasn't particularly arrogant but certainly assured.  And
he's conservative.  But in his talk he condemned economists
universally.  I think more focused on Wall Street economists, though
he didn't name names beyond one or two who appear on TV explaining a
particular day's events.

also, it's a mistake to trash _all_ economists and he should know it.
After all, his book praises economists such as Shackle, Hayek, and (if
I remember correctly) Keynes.
