How can it not be DHCP???
Your provider has to allow DHCP for dynamic configuration. Another way of 
Dynamic configuration is BootP, but since windows can't do that, it has to 
be DHCP!. If it really isn't DHCP, call your service provider and ask how to 
configure for Linux. If they say dynamic configuration is not available for 
Linux, request for a permanent config. If they don't want to give you, 
switch ISPs.
