More natural gas kiosks next year

Kota Kinabalu: More than 100 Natural Gas Vehicle (NGV) kiosks will be set up
nationwide next year as the Government seeks alternatives to fossil fuel that
continues to escalate in price due to global political and environmental
happenings.
Domestic Trade and Consumer Affairs Minister Datuk Shafie Apdal said at the
moment there were about 40 NGV stations in the country located in the Klang
Valley, catering mostly to taxis.
He said use of natural gas had reduced the operational cost of this mode of
public transportation.
"I have stressed during the meeting with the subsidiary company of Petronas
that is handling the production of natural gas to increase the number of NGV
facilities," he said.
So far, only Petronas has shown interest in the project as it has the advantage
of facilities such as gas refinery, while the other oil companies are not that
keen as the economies of scale are not there."
Speaking after chairing the annual consultative meeting with the private sector
at Shangri-La's Tanjung Aru Resort, Thursday, he said the cost of natural gas
was two-fold lower compared to fossil fuel.
"We must think about the time when our country finally runs out of fuelÉwe must
start looking for the alternative now," he said, adding natural gas fuel would
be economical for public transport. Malaysia's oil reserves are expected to run
out in 10-15 years while gas twice that.
However, there is also a need to find ways to set up NGV stations in rural
areas, as it could be costly to set up the infrastructure.
On another note, he said inflation in the country had increased to 3.7 per cent
following the escalating fuel price. However, this was much lower than during
the economic crisis in 1997-1998 when the country's inflation rate was about
5.4 per cent.
He urged consumers not to buy goods which are priced too high and instead shop
around for places selling at a lower price.
Shafie said the Government had to increase the price of petrol and diesel by 20
sen and 45 sen, respectively, during the first eight months of this year as it
could no longer withstand giving out subsidies and tax exemptions for fuel
which during the same period totalled about RM1.15 billion per month.
However, the Government was very concerned with the burden the people had to
shoulder due to the fuel price hike and announced several measures such as no
more hike this year, reduction of road tax and no increase in toll charges for
this year.
The assistance rate channeled to the needy through the Welfare Department was
also increased. "We are adjusting, just like other countries in the region. We
have to make adjustments in order to face the challenges."
His ministry would continue monitoring the price of goods through proactive
measures. Between May 5 and Sept 8 this year, about 603 cases of illegal price
hiking were detected with about RM40,343 in compounds issued during 174,532
inspections.
At the same time, goods worth RM67,445 were also seized from errant traders.
To ensure efficient and effective corporate management, the Ministry through
the Malaysia Companies Commission, would be providing an online service
expected to be completed by end of next year.
Shafie said he received a lot of feedback from the private sector in Sabah
especially pertaining to the fuel price hike, which he said would be studied by
the Ministry.

QUESTION & ANSWER

What is Natural Gas?

Methane or natural gas is the utmost in environmentally friendly fuels: one of
the most plentiful in nature.
In fact, Natural Gas does not contain any impurities, sulphur, lead compounds
or aromatic hydrocarbons, resulting in extremely low levels of exhaust
pollution without odour, particulate and combustion residue.
The chemical composition of Natural Gas causes much less production of CO2
compared to other fuels; it also reduces the formation of ozone in the
atmosphere.

Refuelling / Fuel distance

How do you refuel with Natural Gas?
Refuelling a vehicle that runs on Natural Gas is done by connecting the hose of
the distributor to the refuelling valve on the vehicle, generally located under
the bonnet or close to the gasoline filler.
In a modern service station with weight-based refuelling systems, the time
required for this is 4/5 minutes for a medium sized vehicle (80 - 100 litre
tank).
There are various types of fillers on the market and they vary from country to
country.

What's the fuel distance of a vehicle that runs on Natural Gas?
The fuel distance of a car that runs on Natural Gas depends on the size of the
tank or tanks installed when it is changed over.
Taking the example of a vehicle that does 10 km/l when running on gasoline, it
should have a fuel distance of about 230 km with a 90 l tank, which is the
equivalent of 23 l of gasoline, when running on Natural Gas.

Safety

Are gas systems safe?
Products installed on vehicles in specialised car-workshops are homologated by
the Ministry of Transport according to European standards.
All Landi Renzo products are also individually tested according to the demands
of our quality system, which was certified to ISO 9001 in 1996 and to ISO TS
16949 in 2001: the latter is the Quality System used by the motor vehicle
industry and has extremely severe quality standards.

Are Natural Gas tanks safe?
Tanks for Natural Gas are able to guarantee the highest levels of safety: in
fact, they are all subjected to stringent testing, both at the time of
homologation and during their working life.
The particular strength required to endure testing pressures of 300 bar and
operating pressures of 220 bar means the cylinders are extremely resistant to
impact.
The use of fully tested, extremely reliable components, the implementation of
all methods during installation for the prevention of gas leaks, even in case
of faulty operation, and the intrinsic properties of Natural Gas (high ignition
temperature, ignition only possible inside a particular interval of mixing with
air) are all factors that play an important role in favour of safety.
Natural Gas is lighter than air and so does not stagnate in case of leaks but
is dispersed into the atmosphere without accumulating in the lower strata.
Opinions are also positive on an international scale.
Tests made by the most important institutes for safety throughout the world
(Bureau Veritas in Norway, EPA in the United States, etc.) on Natural Gas
bottles have always given results that are more than gratifying, showing the
reliability of this type of tank is excellent.
A report by the Norwegian Bureau Veritas states that the risks connected with
the use of vehicles powered by Natural Gas are no greater than the risks for
vehicles that run on diesel.

Conversion

Which cars can be converted to run on gas?
All cars that run on gasoline with a carburettor system, an injection system or
injection system with catalytic exhaust can be converted to run on gas.
Should you decide to go ahead and have a LPG or Natural Gas system installed on
your car, you must check with a specialised car-workshop as to which type of
system should be installed on your specific model of car.

What must the status of my vehicle be in order to change over to gas?
Good performance of gasoline vehicles and good overall maintenance are
prerequisites for good vehicle performance when running on gas.
Vehicles must be in good overall condition if a LPG or Natural Gas system is to
be installed, especially as regards its gasoline supply system and the
maintenance of the ignition system, particularly coils, spark plug cables and
spark plugs.

How long does it take to have a gas system installed?
The installation of a LPG or Natural Gas system is generally done at
specialised car-workshops and takes a couple of days.

What difference is there in performance compared to petrol operation?
Modern LPG and Natural Gas power systems guarantee excellent engine performance
and there is practically no change in how the vehicle drives.
The latest generation of LPG injection systems give rise to a difference of
about 2% in terms of the vehicleÕs power when compared to gasoline, whilst a
Natural Gas injection system gives rise to a difference of about 10/15 %.

After a gas system has been installed, can I still run my car on petrol?
If a LPG or Natural Gas system is installed, you can still run the vehicle on
gasoline.
The driver can decide which type of fuel to use by simple pressing the
changeover switch located on the vehicleÕs dashboard.
The simplicity of using a gas system is also guaranteed by the fact that, with
modern systems, the vehicle always starts on gasoline and automatically
switches over to gas after about 30 seconds, that is after optimum operation
parameters have been reached.
The vehicleÕs fuel distance is practically double when a gas system has been
installed as it can count on its dual fuel supply.

Benefits

What are the benefits of Natural Gas?
Firstly, there is the benefit in financial terms given the lower running costs
of vehicles that run on Natural Gas compared to cars running on gasoline.
Natural Gas costs about 70% less than gasoline so it is possible to redeem the
cost of the system quickly and then start saving money, even if the distances
covered are not very high.
Secondly, there are the benefits for the environment as Natural Gas does not
contain benzene or lead: the most harmful substances in other fuels, and
particulate is not produced as a result of its combustion, one of the major
causes of pollution in towns and cities.
Thanks to its environmentally friendly features, vehicles that run on Natural
Gas can be used even when motor vehicle transport is restricted because of high
levels of atmospheric pollution, if contemplated by local regulations.

Cost of systems

The cost of a Natural Gas system
The cost of a Natural Gas system varies according to the type of vehicle that
it is to be installed on: whether the vehicle operates with a carburettor,
injection system or injection system with a catalytic exhaust.
It also depends on the type of system that is installed: this can be with a
mixer, injection single-point or the latest generation, multipoint injection
with electric injectors.

Installation and maintenance

Maintenance of cars that run on gas
Vehicles converted to gas require the same type of maintenance as those running
on gasoline.
It is important to comply with the schedule of routine maintenance for the
ignition.
Special maintenance is not necessary, we recommend following the maintenance
schedule especially as regards the ignition and the electrics.
Every 15,000 km, check that the electrics work correctly, that connections have
not oxidised and replace the spark plugs. For LPG systems, have your installer
check that there is no oil or other deposits inside the reduction gear every
30,000 km: these could be caused by the variable composition of LPG.
