The short answer is if load average is below the number of CPUs you have
spare capacity, set the warning threshold around twice the number of CPUs
(depends on the workload really).

For usr and system time, I like to make sure that usr > sys unless the
system is an NFS or Web server that is supposed to be spending all its time
doing networking.

So, as usual, it depends.
