Subject: Update to 1.028002
- New upstream release 1.028002
- Remove hard-deps for HTTP::Tiny::Mech and WWW::Mechanize::Cached (GH#50)
- dist.ini: Don't automatically update cpanfile
- Add eumm_version to dist.ini (GH#51)
- Stop excluding cpanfile from being copied to build (GH#52)
- A few small dist.ini tweaks (GH#53)
- Even more dist.ini tweaks
