I reported a bug against Minilla <https://github.com/tokuhirom/Minilla/issues/235> and sent a patch to Module-Build <https://rt.cpan.org/Public/Bug/Display.html?id=124625>.
I also applied the patch to perl-Module-Build-0.42.24-7.fc29. Since then noarch Minilla-generated packages should build again. -- Petr
