You can find the perl-DateTime-Format-Mail rpm in the Powertools repository.
EPEL depends on that repository being enabled.

Installing from CPAN does not update the rpm database. Hence, the requirement
is still not satisfied (from rpm's point of view) and the installation still
fails.
