Description of problem:
Package perl-CGI-Compile fails to build from source in Fedora Rawhide.

The issue is caused by using perl(Switch) which doesn't work with
perl-Text-Balanced-2.05.
perl(Switch) is used only for test t/source_filter.t, not for CGI-Compile.

Steps to Reproduce:
koji build --scratch f37 perl-CGI-Compile-0.25-6.fc36.src.rpm
