Update to 0.12
- New upstream release 0.12
- Fixes for unicode letters
- Classify buildreqs by usage
- Use %{_fixperms} macro rather than our own chmod incantation
- Don't need to remove empty directories from the buildroot
- Do the aspell tests as well as the hunspell ones
