I use Yum.
rpm -qf /usr/bin/yum will result in:
yum-3.4.3-153.fc21.noarch

What I think that is mysterious, that an yum reinstall perl, will find the 64
package of perl and then the perl-libs package will be resolved to an 32 bit
package.

Resolving Dependencies
--> Running transaction check
---> Package perl.x86_64 4:5.18.4-306.fc21 will be reinstalled
--> Processing Dependency: perl-libs = 4:5.18.4-306.fc21 for package:
4:perl-5.18.4-306.fc21.x86_64
--> Processing Dependency: perl-libs for package: 4:perl-5.18.4-306.fc21.x86_64
