I suspect the standard would be linked to from here: http://www.familysearch.org/eng/Home/FAQ/faq_gedcom.asp Unfortunately, you'll need a Windows machine to get to that. gedcom.org is also owned by the LDS church so I see no reason that shouldn't also be regarded as standard but the site still seems to be down. If it's still down later today after the USA has woken up, I'll see if I can find someone to nudge about it. I'm sorry, it really shouldn't be this difficult. If you are just looking for the grammar, then http://cpansearch.perl.org/src/PJCJ/Gedcom-1.16/gedcom-5.5.grammar is a pretty faithful representation of what's in the standard. (If I recall correctly I had to make a few minor corrections.) However, Darren's point is a good one, and it may be that GEDCOM isn't the best fit for your requirements.
