No misprint. If you look at the definitions on p.13 of "optional_line_value" and "optional_xref_ID" the delimiter is included there in each case. The document is quite correct, this is how grammars are defined.

Otherwise the delimiter would be required before and/or after the tag even if there was no optional field.

level + delim + [optional_xref_ID] + tag + delim + [optional_line_value]
+ terminator

since otherwise a tag of INDI say could abut a line item of IIIIII.

Or am I missing something?
