The Win32::Service module will handle the starting and stopping of the
service quite nicely. Module documentation can be found at this URL:

For auto-start parameters, you could use the the Win32::TieRegistry
module, and look for the HKLM / CurrentControlSet / Services / NTFRS
key.  The "Start" value is something you might be interested in - 0x02
means the service is set to Automatic, 0x03 means Manual, and 0x04 means
disabled.   

Incidentally, this registry hack can be used on any NT/Win2K service,
not just the File Replication Service.
