I think this question would be better suited to a forum for usermin. On a guess, I'd say you or a sysadmin updated the underlying OS last night, and made the version of Net::LDAP incompatible with usermin, or perhaps even removed it. Try "sudo perl -MCPAN -e 'install Net::LDAP'" if you have sudo rights, otherwise I'd send the problem to your sysadmin, perhaps along with this email. Unless of course it's on a Windows machine, then you'd have to use the PPM tool to do the same thing if you have Administrator privileges. Beyond that, I'd have to say you should ask folks who know usermin - this is the mailing list for the Perl module Net::LDAP, which is used in many software packages, only one of which is usermin.
