It would need to be installed into Unix Systems Services, that is, the Unix-like environment formerly known as "Open Edition". The pax utility comes as part of Unix Systems Services however the gunzip program does not. gunzip can either be built from C source code to run in Unix Systems Services or can be downloaded already built from IBM. Another option would be to gunzip the *.tar.gz file on a machine other than the MVS98A system then transfer the tar file over to the mainframe (in binary mode) and un pax it there.
