I have a suspicion that the inserted #endif was a kludge to get around problems like I just fixed, and should be deleted. I think we can safely do that since the code only is executed for os390
I will move on to the actual make issues in another thread.
I am confident that there are huge make issues. Somewhat coincidentally, I have been working on cleaning up the EBCDIC handling, and I have 30 some commits along that path, but have more to do.
