There aren't dedicated resources for any other platform as far as I
can tell, so that's a bit of a double standard.  "Consistently
available" might be a bit more reasonable.

What we actually know is that there is at least one successful port of
a recent Perl to z/OS by someone willing share but who got bogged down
in figuring out how to submit patches:

That may not amount to someone being a champion, but it's a bit
different from "nobody knows."
