Through the miracle of gitweb, a snapshot of that branch is available from:

That's the commit at the current tip of the branch.  If the tip moves,
the latest greatest should be available from:

http://perl5.git.perl.org/perl.git/snapshot/khw/ebcdic.tar.gz

However, the URL involving the branch name is broken at the moment.
I'll see if I can figure out whom to nudge about fixing it.

For future reference the way to find a snapshot of something is to
first go to the list of branches:

http://perl5.git.perl.org/perl.git/heads

Click "tree" next to the branch of interest, then click "shortlog"
near the top of the screen, then "snapshot" next to the commit of
interest.
