I instrumented Cwd to see what the problems were. The test that
actually fails uses more levels than the system allows (8). I don't
know if that number, MAXSYMLINKS, is configurable or not.
But we have a bunch of places where Cwd isn't returning correctly, but
it doesn't lead to a test failure. The problem appears to be $SYSNAME.
I think we need to have special code for os390 here. We try to follow
$SYSNAME and get in a loop with it being part of the resolution. If

cpan/Pod-Simple/t/ascii_order.pl? It should exist, but it looks like it
doesn't. It's in the source that I post.
