I appreciate the direction you're looking, but I do not support your
One Sentence. Many patches are patches to Configure, they add documentation
(your assertion that one _can_ write a test for a doc patch doesn't prove
that a test for a doc patch improves the quality of the product), they add
high-level behavior that is very difficult to write a regression test for,
etc. We should have comprehensive and current regression tests, but I
don't think you've identified an effective strategy to get there.
