>From strictly an observer stand-point, it seems to suffer from a lack
of administration.  I believe that is currently being redressed by
Richard Foley.  (Among the chief complaints are the inability to
properly screen input for valid or duplicate bugs, the lack of a
tie-in to a CM process, and the dearth of administrators to manage the
system.)
