Perhaps the "BUGS" section of the charnames pragma applies here.
If so, you can't do use_ok() on charnames.

Maybe this works for you (untested):

        use Test::More;
        use strict;
        BEGIN {
                plan $^V ge v5.8.0 ? 85 : (skip_all => "Need 5.8.0 for UniCode");
                use_ok( "PROCURA::Diac", 4.12 );
        }
        use charnames;
