You beat me to it, but I think PERL_SMOKE would be better. The automated tools that need to run the long tests instead of the short tests are the "smokers".
Except that "smoke" has the context of the perl distro tests that are getting done. If anybody's gonna be using the "smoke" concept, it'll be me naming the command-line wrapper around Test::Harness...
