Maybe then it should track modules rather than authors. The top AND the bottom along with a quick "what's my module's rating" system. Attached to this is a simple checkbox "Do you think this kwalitee rating accurately reflects the quality of his module?" [1] That way humans are feeding input back into the system about how accurate it is. [1] Yes, this is deliberately left vague.
