Probably not. http://testers.cpan.org/show/Proc-Fork.html indicates you've already passed tests for that version on Win32.

It appears that the tester is using Strawberry Perl. Perhaps the error is related to that specific implementation of Perl on Windows.

Can someone advise me what to read into this?

I think I've occasionally had this problem, and I've dealt with it -- as you have done -- by trying to contact the human behind the test report.
