It's been over 10 years since I played with it, but I'm pretty sure it Just Works: vmsperl does the redirection itself. You can

  system( "perl test.t 2>&1 >test.out" );

and the startup code within the perl interpreter strips out and performs the redirection. By the time you start running test.t, @ARGV is empty, but stdout and stderr are redirected.
