I understand Scwern's objections to this but why not put out a stand
alone Straps release?
We don't really need to deprecate it - just make sure it's
disentangled from Test::Harness and available somewhere people can
find it if they need it.
If it's a question of who's going to look after it I don't mind being
maintainer.
