I would hope that this still leaves room for Eric Wilhelm’s
proposed “welcome basket” mail getting sent at least once to new
authors, so they have a chance to learn about the things that the
CPAN Testers can do for them, should they so desire.

In fact, if that is in the cards, then maybe the default policy
change should simply switch authors without a stated preference
to “has never received a welcome message” so that they get a
chance to hear about the new developments that are transpiring
and the new options they have, rather than having CPAN Testers
quietly go radio silent for them. Not everyone reads perl-qa.

Also, I would stipulate that if an author has not specifically
stated their preference, maybe mail them another welcome basket
in a year or two. No other mail, of course – they still have to
opt in if they want FAIL/PASS mail. But reiterating the welcome
basket every once in a very long time (in case it slipped through
a crack in their TODO list, got purged during an inbox bankruptcy
start-over, or whatever) seems like a gentle enough reminder that
it would not annoy. The goal, again, is to reach people at the
outskirts of the community who do not read 30 Perl mailing lists
and all of the use.perl journals (yes, that’s me).
