Well, I guess we win some and we lose some.

Just brainstorming for the moment, but if we had an option to forward
all your FAIL or UNKNOWN reports to the distribution's RT queue, would
that serve?  You'd get the RT email notification, plus you'd have the
senders email with it, plus you'd have it in a tracking system where
you could decide priority, merge it to existing bug reports or just
close it out if you determine it's bogus.

Possible variation (a) -- just forward the *first* FAIL/UNKNOWN report
for a distribution/perl/osname tuple so your RT queue isn't deluged

Possible variation (b) -- forward from the central bot back to your
author email or arbitrary email (e.g. project mailing list)

The batch is a temporary fix to keep info flowing while we get things
centralized.  Once it's centralized, we can continue to innovate smart
ways to redistribute reports.
