As I 1/2 expected Encode:XS::decode had same problems with input that was UTF-8 encoded (e.g. literal string in scope of UTF-8 even after passing through =?XXXX?Q?'s regular expression.
Attached patch seems to fix it. (Posted via an unusual route though....)
