No. Depending on which machine I use for picking up my mail, I may or may
not be able to read HTML mail correctly. I would just ask (and store
appropriately) the results of asking people if they accept the mail - for
example, at the start and end of a HTML:
If you cannot read HTML formatted mail, please either visit:
...
or send a mail to:
...
likewise for plain mail.

MIME::Lite will probably help you as it will prepare the message for
you, attach the necessary images and send it via either sendmail or direct
to your mailhost for you. The HTML modules might also be useful.
