You can use Dave Roth's RasAdmin module

You can use Win32::AdminMisc::GetUsers or other simular functions to get the
usernames then loop through the names with the Win32::RasAdmin::UserGetInfo
function. All users with a $Hash{'Privilege' equal to 9 have dial-in
permissions.
